He's Mario and Peach's son~ 
As far as the shading goes, I think it helps create a nice atmosphere to the character, it's not too complicated, it's simple but it feels like a nice touch and reminds me a lot of the official hand-drawn Mario artworks.
This character looks very cool and interesting.
